OPPONENTS OF A PROPOSAL TO COMBINE MONTGOMERY COUNTY AND THE CITY OF DAYTON SAY THE MERGER COULD ELIMINATE SELF-GOVERNANCE AND FAIL TO IMPROVE SERVICES. THE DAYTON DAILY NEWS REPORTS A PANEL OF COMMUNITY LEADERS AND OFFICIALS LASHED OUT AGAINST THE PLAN TO CONSOLIDATE THE TWO GOVERNMENTS. PAUL LEONARD IS CO-CHAIRMAN OF THE CHARTER DEVELOPMENT COMMITTEE. HE SAYS THE MERGER IS BEING EXPLORED TO DETERMINE IF THERE'S A BETTER SYSTEM THAT COULD IMPROVE EFFICIENCY AND MAKE THE REGION MORE COMPETITIVE. BUT CRITICS SAY THE PLAN FAILS TO ADDRESS ISSUES IT SEEKS TO REMEDY, LIKE POVERTY AND JOB LOSS. THEY SAY THE PLAN WOULD REPLACE THE COUNTY'S ELECTED OFFICES WITH APPOINTED POSITIONS. A NONPROFIT GROUP RELEASED A DRAFT OF A CHARTER OUTLINING THE PLAN IN FEBRUARY.
