COUNTY ELECTRIC AGGREGATION PROGRAM SUPPLIER RESULTS

Notification is hereby made to those who participate in the County’s Electric Aggregation. In
general, all unincorporated townships, as well as the Villages of Rockford and St. Henry are
participating. Within these communities only those in the footprint of AES can participate. This
program does NOT apply to those who are served by Midwest Electric or Celina Utilities.

The purpose of this governmental aggregation is to save money on electric bills by solicitation of
rates for a large group of consumers.

Electric Capacity Update
PJM Interconnection is the Regional Transmission Organization (RTO) that manages the
regional power grid covering 13 states including O hio . PJM is responsible for ensuring that
there is enough electricity available to meet the demand in any section of the grid at any time.
Their power auction results yielded prices more than 800% higher than last year. This recent
auction will impact consumers’ bills starting June 1, 2025 and will continue until May 31, 2026.

Why are capacity rates increasing so much?
The simple explanation for the coming increase in capacity costs is due to supply and demand.
US electric demand is seeing higher growth from large data centers, electric vehicles, hotter
weather, and organizations enacting environmentally conscious goals and policies. Supply has
been impacted by generation plant retirements, especially baseload units, delays in the process
to bring new generation assets online, and the longer and costlier timeline to construct new
units.

It is important to note that this increase is unavoidable for all Ohio consumers behind investor -
owned utilities (AEP, AES, FirstEnergy, and Duke). Ohio consumers will pay their portion of the
increased capacity costs regardless of whether they are supplied directly through their utility or
shopping for third- party power supplies.

If you are not enrolled in any third -party agreement, the utility rate for AES beginning in June
2025 is $.09476 until June 2026.

What is the rate and contract period for the County Electric Aggregation Program Rate?
The unincorporated townships begin the new contract aggregation in July 2025. The Village of
St. Henry began in May 2025, and the Village of Rockford begins December 2025. The new rate
for the county aggregation program is $0.0945 until December 2026. The supplier is Dynegy.

Eligible residents will receive a letter in the mail with the new rate . This letter is mailed two to
five weeks prior to the beginning contract aggregation period. You will have the option to op t-
out of the aggregation program at no cost . Dynegy’s number is 888- 682 -2170 to call to opt in or
opt out. If you have any other questions, you can contact Valerie at Palmer Energy, the
