42 year old Jenny Rowe of Celina is being held in the Mercer County Jail after she was recently arrested on an unclassified felony charge of open burning and dumping of waste. According to the indictment, Rowe allegedly commited this offense in April and it involved scrap tires. Rowe is being held on a 50-thousand-dollar bond pending her initial appearance in Mercer County Common Pleas Court. To view the indictrment:
