Fort Recovery Council Advances Water Projects, Pool Renovation, and Sidewalk Improvements


FORT RECOVERY — Village Administrator Randy Diller reported steady progress on several major infrastructure and community projects during the Fort Recovery Village Council’s regular meeting on Monday, November 3.

Diller said the lagoon wastewater study is moving forward, with the general plan already submitted to the EPA and a follow-up meeting scheduled with engineers this week to begin final drawings. The water plant study is also nearing completion, with final design work expected for review within a week before being submitted to the EPA.

Work continues on the village’s third well site study, as officials and engineers prepare to determine the best plan for moving forward. Meanwhile, the water tower project has been fully completed, and the final payment was approved.

The village’s infrastructure improvements also include the ODOT sidewalk grant for State Route 49 South and Sharpsburg Road, which is in final review. Bidding is expected by year’s end, with construction planned for next summer. Another sidewalk-related project, funded by the Safe Routes to School grant, will improve walkways and crossings near schools, with construction targeted for summer 2027.

Diller announced that the Fort Camp annexation will be filed on November 20, with legislation expected December 1 following the required waiting periods.

The council also discussed the income tax levy renewal on Tuesday’s ballot, which proposes increasing the local rate from 1% to 1.5%.

In other updates, planning continues for the swimming pool renovation project. The village has received new cost estimates and will seek additional grant funding, aiming for a fall 2025 construction timeline. Council passed three pieces of legislation supporting funding and grant applications related to the pool and water projects.

Council also began discussions on the 2026 budget, reviewing capital improvements and vehicle needs, and entered executive session to review year-end personnel matters. The only action from that session was preparation of a wage ordinance for the next meeting.

The next Fort Recovery Village Council meeting is scheduled for Monday, November 17, at 7:30 p.m.
