Minster Council Approves Solid Waste Plan, Sidewalk Project, and Park Grant Application To hear the report with Minster Village Administrator Don Harrod:
MINSTER — At Monday night’s council meeting, Minster Village Council approved several measures affecting local services, infrastructure, and community development.
Council passed the third reading of an ordinance adopting an updated solid waste management plan for the Auglaize County Solid Waste Management District. The update ensures the village remains aligned with countywide waste management efforts.
The council also gave a second reading to a resolution naming the Auglaize County Engineer’s Office as the authority for assigning addresses in the village for the new 911 system. This change allows addresses to be entered into the system within the required 72-hour timeframe.
Council approved the first reading of a three-year contract with American Municipal Power Incorporated for the Efficiency Smart program, an energy efficiency initiative. The $233,000 annual program helps residential, commercial, and industrial customers reduce electricity use. Over the contract term, the village anticipates savings of roughly $1.3 million in power costs.
The council also passed a resolution allowing the village administrator to apply for Land and Water Conservation Fund grants to improve Peristreet Park. Proposed upgrades include new volleyball areas, up to four baseball fields, four multipurpose fields, and expanded parking. The grant application is due November 14th.
In infrastructure updates, council awarded the 2025 State Route 66 sidewalk construction project to Broomball Construction of Arcanum. The low bid of $159,790 came in about $100,000 below the engineer’s estimate. Work is expected to begin in the coming weeks.
Additionally, council approved a $23,000 contract with Garmann Miller for the design of an ADA-compliant elevator at the Minster-Stahler Library, funded by a $67,000 community development block grant awarded earlier this year.
Finally, Patrolman Connor Barrett was removed from his introductory period and appointed as a full-time permanent employee of the Minster Police Department, with a new salary of $26.31 per hour.
